That aside, since the 7th generation iPod Touch came with iOS12, that can't be the issue. I note in the app's details that it says: Mac connected but app says no internet connection.

Call me picky, but I see no mention of the iPod Touch.
Something you can do is rule out other causes. To do that, you need to confirm:
- that you do have a 7th generation iPod Touch and check which version of iOS it's running
- that you do have the Samsung Galaxy buds+ and not the Galaxy Buds SM-170. Not exactly sure how you tell the difference, but Samsung state that the app does not work with the SM-170 buds

I've just been reading some user comments about the app. One comment points out that the buds must be disconnected from any other device they are paired with, before trying to pair them with a new device. That does make sense, some devices can connect to more than one device at a time, while others cannot. So make sure that the iPad 's Bluetooth is off and then try connecting the iPod to the buds.

Perhaps you should use the comments section to contact the app's developer. Although it is Samsung, perhaps the developer department may know more than the rest of Samsung.
